Radio Programming @ Wireless Foam12 E12 OOS

Per email from Leron Gordon E12 needs to take Foam12 to Wireless to have the rig radio reprogrammed.  E12 will drop Foam12 off and then go back in service.  Foam12 will need 4 hours for service.  added on 11/18 Olson
